I have written about acoustic tractor beams before. But stable tornados, where the whirl is eliminated could have more capacity than acoustic versions.  

The pressure-version of the tractor beam is quite easy to make. The thing that the system requires is the platform, where is the propeller, and that thing forms the artificial tornado, which will raise objects above the ground. The problem is that the whirl can destroy the object because the rotating wind would put the object to the rotating movement, and the centripetal force will rip the object into pieces. So that's why the tractor beams are quite hard to create.

So for making the successful version of tractor rays, the creators of the system must remove the rotating movement from the air pillar, and by using the "stable tornado" the system can pull the objects like persons above the ground. The stable tornado means the air pillar, where the air is rising upwards without rotating movement.

And if the straight rising air statues can be formed, this thing can make it possible to rescue people or capture enemy soldiers. That thing is the reason, why the military is so interesting in tractor beams.

The artificial tornado could be a devastating effect. And it could be a powerful weapon.

The creation of an artificial tornado is quite easy. The only thing that is needed is the propeller, which is rising air upwards. That thing causes the whirl, and one of the most terrifying versions of the weapon solutions are the cases, where the whirls, which are rotating opposite ways are crossing.

That thing causes friction, which heats the air. And of course the "pure tornados" are a terrifying thing. In that case, the saucer-shaped platform would make the artificial tornado, and then it could improve the effect by creating the cloud layer around it. That thing can be done by making the horizontal layer of hotter air and dust, which can be the potato powder and microwaves. And that kind of system can create an extremely powerful whirl, which can act like a normal or natural tornado.
