Can a platform-independently magnetic levitation system be possible?

Maybe (at least) some of the flying saucers are secretive aerial vehicles, which are using silent levitation like magnetic, plasma, or ion levitation systems. The creator of those vehicles is at least officially unknown. The fact about the flying saucer is that is one of the best stealth shapes.

The magnetic systems can levitate the craft above the ground by forming the upwards rising effect by using rising ion flow. The ion flow would act like the rising wind, which can theoretically hang even large-size objects above the ground.

The answer for that thing is maybe. The magnetic field of Earth is too weak for pushing craft to levitate so alone the magnetic field is not enough for pushing craft upwards. But water is a polar molecule, that reacts to the magnetic field. So by using extremely powerful magnets is theoretically possible to pull the water upwards, and then that water pillar will levitate the craft above the water. 

Would that kind of system work in real life? The problem is that the magnet must be extremely powerful, that it can pull the water ions upward with the power, that they can push the craft to levitate. The fact is that the system requires nuclear power, and these kinds of systems are problematic for political reasons. But the energy can also transmit to that craft by using maser-rays.

Or the system can use metallic dust or something like that for improving the buoyancy. The idea is that the system would make the wind of molecules, which can rise it upwards.
