Does the unique neural signal make humans intelligent?

Today in Big Think Science was the tale, that the unique EEG signal would make humans intelligent. So if the unique neural signal makes humans intelligent, that means that the human EEG would have a positive influence on the intelligence level of the other animals. And that thing can make it possible to confirm or deny the possibility that unique neural signals have some kind of effect to the advantage of the intelligence level.

And the test would be very easy. The recorded human EEG will send through the brains of the targeted animal. If that thing would have a positive influence on intelligence, that would confirm the hypothesis about the effect of the brain signals.

If the unique neural signal is the key to human intelligence, we would be at the front of the basic question. What if we would stress the neural systems of animals like dogs by using human neural signals? That thing could make it possible to compile the animals' ability to learn things. So is the animal that is not stressed with human EEG less intelligent than an animal, what is stressed by using the human brain signal?

One of the creepiest ideas about dogs is the tale that the testis of the dogs can replace by the human testis, and the dog's eggs can replace by using the human eggs. That thing would make it possible to make children, whose parents were dogs or wolves.
