What kind of thing could be the interstellar civilization?

This is the hypothetical vision of the authoritarian multi-stellar civilization. The civilization uses cloned warriors for keeping the entirety under the rule of the capital. 

Somebody has said that interstellar civilizations are impossible because faster-than-light travel is impossible. But the fact is that ruling even the galactic-scale entirety and smash the rebellion is possible without the ability to travel faster-than-light. 

The system needs to make the quantum communication wire or the row of electrons. Which can move back and forth. If that communication line is made between the capital of that civilization and the hidden laboratory or factory. In this terrifying vision of the hypothetical authority, the system would be the interstellar version of the dystopia. The multi-stellar government uses cloned warriors for controlling the entirety. 

Those armies of clones are hidden near the colonies for making sure, that the colonists are making their missions. In that biological factory, the army of clone-warriors is hidden in the form of DNA. That thing gives the ultimate change to rule the entirety. If those warriors are needed the system must only give an order. And those DNA molecules will transfer to cells, that are forming to the soldiers, that is crushing the rebel. 

The interstellar civilization has one problem, how to rule the entirety? The ability to send information from one planet to another and between solar systems is the key element of ruling the power. The ability to send information has a vital role in ruling and controlling civilizations. that can travel between stars. 

The ability to travel between stars doesn't mean that civilization can send troops to other planets like in some movies. The journey between stars might take hundreds or even thousands of years. And the fact is that the DNA of the travelers would be stored in digital form, and then the system creates artificial DNA by using stored data. And then the system would clone those travelers when they are near destiny. The system can store original traveler's memories on hard disks. 

And then the system can download that data to the heads of clones. In that case, the travelers will die, but the memories of those travelers will transmit to their clones. And the system can, of course, manipulate those memories. Similar mental manipulation can also guarantee the loyalty of the clone warriors. 

But sending the messages through the universe can happen by using a back and forth moving line of electrons, and that kind of quantum wire can be light-years long if the energy level for stabilizing the structure is high enough. We can think that when the interstellar spacecraft is traveling in the universe, it would pull the quantum cable behind it. 

That quantum cable or row of electrons can be used as a communication cable between craft and base and the capital city of that civilization. But what if there is rebellion? The system might use bio-tanks and genetically engineered cells for creating the troops, which can be used to control rebellions. 

Those genetically engineered troops can hide in a secretive area of the planets, and if the order is given those embryos would start to grow. Advanced biotechnology can make it possible that the embryo can grow in the eyes. So our hypothetical interstellar civilization must not know how to travel faster than light for being dangerous and ruling their empire. 

When they are creating the colony, those civilizations can hide the army on those planets in the form of DNA molecules and artificial viruses. When those viruses turn the cells into alien warriors, the system can download the information those warriors need to their brains. In that case, the only thing that is needed is the communication line between that secretive laboratory and the alien capital.
