The complex lifeform is not necessarily intelligent.

The tilted planets might have better conditions for evolving complex life than planets that have no tilt. But the complex and far evolution species is not necessarily intelligent. On the water-covered planet, the planet could be intelligent fishes. Those hypothetical organisms cannot make the metal merchandise like humans are making.

Or those alien fishes can have the ability to fly, and they might have also lungs. Who knows what the alien lifeforms can look like? Those hypothetical lungfish aliens could maybe live on drylands like the only island of that planet, and maybe they could invent fire. 

Intelligent fishes, plant intelligence, and other types of intelligent lifeforms are purely hypothetical models. Also, there is introduced the hypothesis about the "sleeping intelligence". In that case, the intelligent lifeform is not creating technology. Until something launches the need to make technical equipment.

The goldilocks planets should have tilt, that they are complex lifeforms. This is the new research funded by NASA. That thing makes it possible that the temperature on the planet's surface is more stable than the planet that has no tilt. But when we are thinking the intelligent lifeforms and complex life, they are not synonyms. 

The complex life might mean vegetables as well as some kind of fish. The tree outside my window has gone through an evolution with the same duration as humans. But we are not thinking that tree somehow intelligent. Or maybe we have not seen its intelligence yet. Researching the plant intelligence and allowance to understand and remember things is the new thing. 

And there is proof that the chemical messages between vegetables are more complex than we even thought. Also, the roots of the trees are sending infrasound, and that thing makes people think that the messaging between the vegetables is very complicated. 

The question about the plant intelligence is that is the sender of the infrasound the tree itself or something, what lives on the surface of the tree or near it. Is the thing that causes that mysterious sound some kind of bug, what lives near it, fungus, or the tree itself?

But when we are thinking about the complex lifeforms, we must always remember that intelligence is not alone in making the technical civilizations. The intelligence gives abilities and tools for creating technically advanced merchandise. But intelligence requires motivation for creating technical tools. 

In some models in the universe could be the "sleeping intelligence". The intelligent creature, what is not created technical equipment. And then someday after 40- 50 000 years, the artificial probe drops from the sky. That thing can make the spark for creating tools and machines. 

There are lots of things that can happen during that time, but the theory about "sleeping intelligence" is fascinating. In some theories, some member of the human evolutionary tree was so-called sleeping intelligence, and then something activated the ability for creative thinking in the past. So what was the model, what activated the neural tracks, what makes abstract thinking possible? This is one of the biggest questions in history.
