Are we on the right path when we are searching for alien civilizations by using radio telescopes?

Normally SETI (Search for Extraterrestrial Intelligence) program is using radio telescopes for reaching alien civilizations. And there is the possibility that this is not the right way to search for extraterrestrial intelligence. The alien civilization might use quantum communication to protect its data. The SETI program is also offering a network or forum where researchers can talk about the new ways to secure data. 

So even the SETI is not finding the alien civilization. That program can offer a forum, where artificial intelligence and other specialists for sharing their data for next-generation quantum and code-base communication.  And that data can turn to commercial or everyday use.                                                                                                                                                                          

The data must protect against natural interference as well as against eavesdropping, and the alien civilization could communicate by using the radio waves, what is traveling in laser rays, what is protecting data. Even if an alien civilization has no contact with other civilizations it must protect its data from internal actors. 

It can use maser rays (Microwave Amplification by Stimulated Emission of radiation) or radio masers for communication. And that means the system can use extremely high accurate and thin radio waves for making the communication secure. That kind of data transmitting is hard to detect outside the communication channel. So the focused communication can be the reason we haven't seen alien civilization at least yet. We haven't even thought about the possibility that the aliens can use very accurately aimed communication systems, which is hard to detect.  

Or the communication is happening by using the chained electrons, which are acting like a stick. The laser ray would protect the quantum structure, and communication can be made through long distances if the quantum cable can be made between those stations. Theoretically, alien civilizations can communicate without trouble between galaxies if they can make the quantum cable between those distant places. 

Theoretically is possible to make a spaceship that can travel between galaxies in a couple of thousand years. And the ship can pull the quantum cable behind it. And of course, that kind of laser system requires ultimate power for staying stable. But maybe the Stage 3 civilization of Kardashev-scale has advanced technology, which allows using of the energy of supermassive black holes.
